Pallikaranai Marsh, one of Chennai's last remaining natural wetlands, was officially designated as India's Ramsar Site on April 8, 2022 by the Tamil Nadu State Wetland Authority. This international recognition brings enhanced protection for the 1,247-hectare marsh ecosystem located along the IT Corridor.

Why This Matters for OMR/ECR Residents

The Pallikaranai Marsh serves as a critical flood buffer for South Chennai, including residential areas along Old Mahabalipuram Road (OMR) and East Coast Road (ECR). During monsoon, it absorbs runoff from 65 satellite waterbodies covering 250 square kilometers, preventing flooding in surrounding neighborhoods.

According to the Tamil Nadu State Wetland Authority, the marsh acts as a natural sponge, collecting excess storm-water and recharging groundwater levels. Following Cyclone Michaung, authorities enhanced the Okkiyam Maduvu drainage channel to improve flood conveyance from the wetland to Buckingham Canal and ultimately the Bay of Bengal.

Recent Regulatory Developments

In September 2025, the National Green Tribunal (NGT) issued an order restraining CMDA from issuing new building approvals in and around Pallikaranai until proper scientific boundaries are established. CMDA subsequently circulated compliance instructions noting that no building permits are allowed within the Ramsar site or its 1-kilometer influence zone.

The Conservation Authority for Pallikaranai Marshland, operating under the Tamil Nadu Forest Department, is responsible for implementing integrated management plans for the wetland as required under the Wetlands (Conservation & Management) Rules, 2017.

Ecological Significance

Official records from the Tamil Nadu Wetlands Mission indicate Pallikaranai supports 165 bird species, 50 fish species, 141 plant species, and numerous threatened reptiles including Russell's Viper. The marsh also serves as a stopover point on the Central Asian migratory bird flyway and provides natural cooling effects that mitigate urban heat.

The wetland qualifies under Ramsar criteria 1 through 8, including representative wetland types, threatened species habitat, biodiversity significance, and fish lifecycle support. Its unique position close to the sea without being fully estuarine creates diverse brackish and freshwater habitats.
