Night soil-haul on a public GCC road next to the Pallikaranai freeze belt

Citizen reports of 9 p.m.–midnight lorry queues on Corporation Road, Perungudi. Inspection first. No finding of guilt.

On 21 August 2026 MyOMR News reported citizen complaints of heavy lorries on Corporation Road, Perungudi, between about 9 p.m. and midnight, reportedly carrying excavated soil from Sattva Chennai Knowledge City at Seevaram toward the dumpyard side next to the Pallikaranai freeze zone. GCC, Traffic Police and TNPCB are asked to inspect. No company is found guilty in this article.

PERUNGUDI / SEEVARAM — Residents on Corporation Road, the Greater Chennai Corporation connector between Old Mahabalipuram Road and Thoraipakkam, say the problem is no longer only daytime construction dust. In recent weeks they have reported continuous heavy-vehicle movement at night, especially between about 9 p.m. and midnight, with long queues of lorries using the public road toward the Perungudi dumpyard side — land that sits against the Pallikaranai freeze / Zone of Influence belt.

Chennai, 21 August 2026 — MyOMR News posted the citizen-reported incidents to Greater Chennai Traffic Police. This article expands that post with public records. It is not a court order, not an FIR, and not a finding that Sattva Group, Sattva CKC Private Limited, B.L. Kashyap and Sons Limited, or any unnamed subcontractor has committed an offence.

How to read this. Truck counts, soil origin, gate-blocking and dust remain resident observations until GCC, Traffic Police or TNPCB verify them from CCTV, gate registers and weighbridge records. The 18 August public-interest disclosure asked for that verification. This 21 August note adds night operations, freeze-zone adjacency and an emergency-access complaint.
Why this sits on the Pallikaranai page. The same readers watching Madras High Court ZoI numbers live on the OMR corridor. Corporation Road is the municipal street that feeds the dumpyard landscape beside the marsh. What residents say they are seeing

The 21 August post records these citizen claims, which MyOMR treats as allegations to be checked, not as proven facts:

  • Long lines of heavy lorries on Corporation Road between about 9 p.m. and midnight.
  • Loads described as excavated soil from Sattva Chennai Knowledge City at Seevaram Village, Chennai 600096, moving toward the dumpyard side.
  • The commercial campus has two major access points from OMR, but earth-removal subcontractors are said to be using this interior GCC road regularly.
  • Queues sometimes extend toward the main road and obstruct traffic.
  • Heavy vehicles parked in front of apartment entrance and exit gates. Some drivers leave the cabin, so the lorry cannot be moved at once.
  • One resident reported that his mother became unwell and the family could not take the car out until the vehicles were shifted.
  • Spilled soil and debris on the carriageway, with dust for pedestrians and two-wheelers.
  • No clearly visible project information board with planning/EC details, contractor names and a night complaint number.

The 18 August disclosure separately recorded an observed estimate of about 50 multi-axle tippers a day, including movements around 7–9 p.m. That figure is not an official traffic count. CCTV, ANPR, gate logs and weighbridge sheets can confirm or correct it.

The public record on the project and the road

Seevaram is a Perungudi locality, PIN 600096, on the OMR / Perungudi Toll side. Façade-consultancy and local listings place Sattva Knowledge City / Sattva Chennai Knowledge City as a Grade-A commercial campus on that corridor.

On 15 December 2025, B.L. Kashyap and Sons Limited informed the stock exchanges that it had received a ₹615.69 crore (exclusive of GST) order from Sattva CKC Private Limited for structural and civil work on “Sattva Chennai Knowledge City” at Chennai, to be completed in about 31 months (BSE filing). Haulage of excavated soil is often sub-contracted. The filing does not name the transporter on Corporation Road at 11 p.m.

The project appears on the U.S. Green Building Council directory as Sattva Chennai Knowledge City. A directory listing is not a finished LEED certificate. If the owner is pursuing LEED BD+C: Core and Shell v4, USGBC and the owner should be able to show how construction-phase dust, truck covering and neighbour access are being managed.

On the road itself: The Hindu (16 August 2023) reported GCC identifying 710 metres × 21 metres of Corporation Road in the Perungudi zone for a cement-concrete rebuild because of heavy vehicles near dumpyards. The Times of India (17 July 2023) quoted a GCC official on a concrete road “worth 10.5 crores.” Residents now say that public asset is again under night axle loads. What authorities are being asked to do

  • Greater Chennai Traffic Police: disclose the approved HGV route and night timings for this stretch; check whether 9 p.m.–midnight queues and gate parking obstruct a public way; keep a record of the medical-access complaint.
  • Greater Chennai Corporation, Zone 14: inspect spilled muck, the cement-concrete pavement, and whether a project board is required; publish the 2023 CC tender, BOQ and defect-liability period.
  • TNPCB: inspect covering, wheel-wash, C&D waste rules and, if warranted, measure PM10/PM2.5. This article does not invent an AQI reading.
  • CMDA / SEIAA: make planning permission and any environmental clearance searchable. MyOMR has not located a simple public EC file number for this campus in a keyword search; that is a transparency gap, not proof that no clearance exists.
  • Developer and listed civil contractor: produce night gate counts, GPS/fleet sheets, soil-disposal destination, and a 24-hour contact who can move a parked lorry off an apartment gate within minutes.
